Need The Media And State Agencies Differ?

Are the media on the one hand and State agencies like the police and other law-enforcement agencies on the other necessarily sworn enemies.?   In other words, can’t the two sides ever see eye to eye? Do they have to look askance at each other even when there is absolutely no cause for doing so?
