National Assembly Speaker Anne Makinda has stressed the need for cooperation between parliamentary oversight committees and the Controller and Auditor General for effective utilisation of public resources.
Speaking at the Southern African Development Community Organisation of Public Accounts Committees (SADCOPAC) and Eastern African Association of Public Accounts Committees (EAAPAC) accountability conference, Makinda said the PAC had been mandated by the parliament to oversee the management of public resources, although its work depended on the CAG.
The Speaker, also asked the PAC to cooperate with supreme audit institutions to curb misuse of public resources.
“In order to promote good governance, transparency and accountability it is necessary that the PAC and the CAG to cooperate,” she told thr 65 delegates.
She noted that good governance, which is an important ingredient of a good democratic system, should be translated into reality.
Speaker Makinda, who is also Njombe South MP (CCM), further challenged the PAC to utilise methods that guaranteed effective and adequate utilisations of public resources.
“Our most important contribution to good governance is to ensure transparency and effective accountability for the use of public resources,” she noted.
She said proper functioning of the supreme audit institutions played a significant role in the functioning of the PAC.
“The PAC and the CAG should ensure that the government protects and advances public interest,” Makinda said.
Makinda also asked the PAC to oversee the use of funds endorsed by the parliament during the annual budget session.
EAAOAC chairman John Cheyo urged the government to come up with CAG permanent fund to make the office operate with autonomy.
He said the fund would make the CAG to be effective and meet desired expectations.
The two-day meeting involved PAC chairs, auditor generals and MPs from 16 African countries - Tanzania, Kenya, Uganda, Zimbabwe, Mozambique, Zambia, Angola, Botswana, Ethiopia, Ghana, Nigeria, Lesotho, Malawi, Namibia, Swaziland and South Africa.
The theme of the meeting was: “Relationship between the PAC and Supreme Audit Institutions (SAIs) in strengthening the accountability process”.
