Ubungo Member of Parliament John Mnyika has vowed to table a private motion on water problems facing Dar es Salaam city in the ongoing budget meeting, saying government explanation and action on the problem have not addressed its root cause.

He said in an interview over the weekend here that he had been proposing several measures to be implemented by the Ministry of Water to end water woes in the city, but its reaction to the problem had not been good enough.

“In this meeting, I am going to table a private motion to request the House to debate and approve declarations for emergence measures to be taken to improve clean and safe water availability and the functioning of the sewerage system in Dar es Salaam and Ubungo constituency in particular,” he noted.

He said for the first time, after presenting his letter to the office of the Clerk of National Assembly, the Ministry responded explaining that measures would be taken to end the problem.

Mnyika said he wrote on June 8 to the office and that he has been waiting for response to no avail.

According to him, the motion would cover seven issues, including rehabilitation and expansion of the water infrastructure, special programme for provision of clean and safe water and an independent budget for water programmes for the 2012/13 financial year.

“This programme and the budget must be supervised efficiently and very closely by the Parliament,” he said.

The MP also wants the government to accept his proposal that the Controller and Auditor General conduct a value for money auditing of the Dar es Salaam Water Supply and Sanitation Project-DWSSP in Dar es Salaam, Bagamoyo and Kibaha and auditing of the technical audit done by the Howard Humphreys.

Mnyika also wants an audit of implementation and performance of the 200-deep wells project.
