Nepad develops guidelines to revolutionise science, technology

The New Partnership for Africa’s Development (NEPAD) has issued a policy document to guide Africa on the implementation of projects to promote Science and Technology programmes.

According to NEPAD report availed to The Guardian by the Executive Director of International Council of Science-Africa (ICSU), based in South Africa, Prof Sospeter Muhongo, the guidelines are supposed to be implemented by all African countries subscribing to NEPAD.

Prof Muhongo said a team of renowned scientists, through a series of workshops, prepared the guidelines.

’Consolidated Science and Technology Plan of Action’, the policy guidelines articulates Africa’s common objectives and commitment to collective actions to develop and use science and technology for the socio-economic transformation of the continent and its integration into the world economy.

The guidelines are erected on three inter-related conceptual pillars -capacity building, knowledge production and technological innovation.

’Capacity building in this context refers to the creation, improvement and mobilisation of human skills, physical infrastructures, financial resources and the necessary policies for science and technology to be produced and used to solve specific African problems,’ says the document.
