President Jakaya Kikwete has deplored indecisive leaders who cannot implement government policies without supervision.

He equated them to the Biblical Thomas, the apostle who was perpetually in doubt even over obvious facts.

Addressing government leaders in Arusha yesterday, Kikwete said prevaricating leaders are an impediment to the government’s determination to pull the common out of poverty.

’Equivocating leaders have no room in our endeavour to foster development and if there are any, they should change to cope with the new political dispensation.

Tanzanians want high quality services from their leaders,’ the President said.

He issued a strong warning to leaders and civil servants who make decisions that are self-serving without taking into account the ordinary man.

He said that the main challenge for his government is to live up to people’s expectations, which obliges elected leaders to serve the country selflessly.

’Wananchi need leaders who listen to them and provide lasting solutions to the problems facing them.

But this can be achieved through commitment and preparedness to serve the public unreservedly,’ the President said.

He reminded leaders to adhere to professional ethics to avoid misunderstandings, complaints and mistrust.

He lambasted public servants who use their offices to enrich themselves.

Said he: ’Such misconduct is tarnishing the image of the government. I call upon you all to fight the unethical conduct among civil servants.’

Chief Permanent Secretary Philemon Luhanjo said that participants would deliberate Chama Cha Mapinduzi 2005 election manifesto.

They will also discuss 2005 National Vision and the Strategy for Economic Growth and Poverty Reduction in Tanzania (Mkukuta).

According to Luhanjo, the workshop will also set the benchmarks for assessing and appraising the implementation of CCM election manifesto.
