Govt unveils commission to review civil service salaries

President Jakaya Kikwete has formed a commission to review civil servants salaries and other emoluments to improve performance in the public sector.
Among other things, the commission will be tasked with proposing and recommending proper procedures for determining salaries in the civil service.
Principal Secretary Philemon Luhanjo said at a news conference in Dar es Salaam yesterday that the Presidents move follows the promise he gave during the inauguration of the ninth Parliament in January this year.
The President said that he was aware of the complaints by public servants over their low pay.
He said that the commission is expected to complete the assignment and present the report within six months – from July to December.
Members of the commission are: retired permanent secretary Deogratius Ntukamazina who will be the chairman, former Member of Parliament Bakari Muhema Mbonde, the Repoa Executive Director, Prof Joseph Semboja, and a retired permanent secretary Mwantum Malale.
The others are ATE Executive Director Aggrey Mlimuka, Janeth Mmari, a consultant, Edmund Mndolwa from Pricewaterhousecoopers and the chief executive of Kasuto Company Ltd, Nikubuka Shimwela.
Director of Economy and Research Makongolo John Gonza from Tucta, Director of Tanzania Gatsby Trust Olive Luena and Henry Mkumbi from Mkumbi and Company Advocates are also on the commission.
Luhanjo said the commission will be given the terms of reference to guide them.
He also said that the commission would also propose the procedures that would be followed to compute salary adjustments.
