Four in Dar court for forging building permit

Four employees of the Kinondoni Municipal Council appeared before Kisutu Resident Magistrate’s Court yesterday to answer charges of forgery of construction licence for high-rise buildings in Masaki, Dar es Salaam.

Public Prosecutor Charles Kenyella named the accused as Robert Warioba, civil technician Olympia Kundi, a records keeper Joyce Mwamlima and Diana Peter, also a records keeper.

Reading the charges before the Kisutu Principal Resident Magistrate, Silvanus Mwangese, Kenyella said that on August 20, 2004 the accused conspired to forge a building licence No.00000600, dated August 20, 2004, which they purported to be a genuine one.

He added that on the same day, the accused forged the said building licence at the Kinondoni Municipal Engineers office by claiming it was genuine, which they issued to M/S Empire Properties Ltd of Dar es Salaam in respect of Plot No.383 on Toure Drive in Oysterbay residential area.

Kenyella told the court that the licence allowed the proprietor to construct an eight-storey structure.

He further said the second, third and fourth accused, being custodians and record keepers of licence books destroyed the building licence No.00000600, which they knew could be required for evidence in judicial proceedings.

The accused pleaded not guilty, but were remanded until their sureties meet the bail conditions of 10m/- bond each and submit fixed property certificates.
The case was adjourned to June 6.
