Corruption hinges on politics -Warioba

Go anywhere in the world and corruption hinges around politics more than other sectors of the society, according to retired Prime Minister, Judge Joseph Warioba.
Addressing Pan-African media conference in Dar es Salaam on Wednesday, he said leaders who assume power through corruption after winning elections; all they do in the office is to drink wine while they preach water.
He said politics have become a booming industry and leadership is seen as a business opportunity.
Corrupt leaders after winning elections through corruption, engage themselves on embezzlement spree to recoup monies and resources spent during electioneering, he said.
This is at the expense of general development for the majority of the people, Warioba said.
Faced with the grim situation, a lot of ideas have been floated on how to deal with the problem of corruption in Africa, he said.
It has been suggested that each country should adopt authentic and clear policies on corruption instead of reacting to events or pressure from outside, he said.
A national strategy should be put in place, setting out legal and institutional framework and capacity building for every country, he said.
Legal framework in the fight against corruption should be comprehensive and clear, laws, rules, regulations and procedures should be in a simple language as much as possible with no unnecessary technicalities, he said.
Transparency and accountability are key in combating corruption. It is not easy to prove corruption because it is an act which is done in secrecy between two parties, he said.
If there is no transparency in laws, rules and procedures, it will not be easy to detect corruption, he said.
