CBOs cautioned on use of HIV/Aids funds

LeadersHIP of Community Based Organisations engaged in the fight against HIV/Aids have been asked to properly utilize public funds entrusted to them.
The caution was made by the Dar es Salaam Regional Administrative Secretary (RAS), Beatha Swai at an official opening of a two-day seminar on empowering CBOs with the capacity to write project proposals for their groups.
The function took place in Dar es Salaam and brought together 66 participants from 33 CBOs, in Kinondoni Municipality.
You have been entrusted with this task as an example not in Kinondoni or Dar es Salaam alone but for the whole country, she said.
You must be careful with the use of the public funds otherwise you will be accountable for the loss of funds. The law does not recognize anybody who misuses the money, said Swai.
She told the participants that any money meant for HIV/Aids touches on human life. It will not be fair for you to turn the money you have been provided into projects.
You will harvest nothing if you pretend to invest in saccos the money that is needed to assist the needy, counseled the administrator.
She said there had been a misconception by the community that people entrusted with the money to fight the pandemic are already rich.
If this is so, any body found misusing the funds will face the hand of law. The government will not tolerate, she noted.
On his side the Regional Facilitating Agent for (TACAIDS), Charles Lupilya said the training had been set to reduce errors that occurred 2005 when the RFA offered funds to 78 CBOs and NGOs in the city.
Last year we had 78 groups and we offered more than 460m/-, but I think many did not know ways of running their groups, this led to many errors in that year, he said.
We do not want such mistakes to be repeated again, he said.
The team leader said they were going to run the same exercise in all three municipalities in Dar es Salaam, starting with Kinondoni.
In total we shall train about 450 people in all three municipalities by the fact that each group is being represented by two people, a treasurer and a chairperson of the group, he said.
In this case we are going to train about 450 people from different CBOs and NGOs in all the three municipalities in Dar es Salaam this year.
I am sure the money will exceed that of last year where about 78 people were offered more than 460m/-.
