Minister for Higher Education, Science and Technology Professor Peter Msola yesterday said there were neither delays in loan payments to University students nor distribution procedures to themsity students.

Speaking to journalists in Dodoma yesterday,Prof.Msola so said some complaints had been raised by group of students from six universities namely Dar es Salaam, Mzumbe, Sokoine, Morogoro Muslim,Dodoma, St.John, Planning Univeristy.

He said ``Recently a group of students from six universities told President Jakaya Kikwete while they were receiving CCM membership cards here in Dodoma that there is a delay in receiving loans and some also claimed that they had never received their loans since August this year.

Prof. Msola said a total of 45, 487 students representing (81.2%) had their loans set aside adding that a total of 42,358 students had received part of their loans.

The minister said that of students whose loans had been set aside, some 13,810 or(89.1) percent were in first year of the target, and had already got part of the loans.

On challenges facing his ministry in giving the loans, Minister Msola said the majority of students sent to the board incomplete forms.

“Students who brought their loan applications, were supposed to submit to the board important documents like certificate to ensure their citizenships and academic qualifications.

A total of 9,000 (16%) of all applications were submitted without proper documents,” he said.

He said due to reason the board had to incur extra duty in order to get correct documents before distributing the loans.

Professor Msolla also mentioned double admission for some students as another reason that caused the delay of the loans.

He alleged that there were some students who could be admitted in two universities for the purpose of getting double money.

He said other reasons included failure by some students to meet conditions for securing loans, incomplete admission report especially those concerning second selection and the rise of fees after the budget had been already passed.
