Policy on operations of private security companies in the pipeline

The government is preparing a policy for private security companies to enable them provide quality services to the public and various institutions across the country.
Public Safety and Security Minister Bakari Mwapachu said this yesterday in Dar es Salaam when he briefed the media on the performance of his ministry in the period between December 2005 and November 2007.
``For a long time private security companies have been providing services to various public and private institutions without having guiding principles of how such services can be provided to the people,`` he said.
Mwapachu said workers of the companies have been denied their rights of better payment and beneficial contracts.
He added that there were other security procedures like importing arms which needed to be specified clearly who would be responsible for them.
He further explained that in several police operations some of the workers were also found engaged in various offences.
``Due to this weakness my ministry has embarked on the process to prepare a security policy to guide these companies and once completed the law will be made for private security companies,`` Mwapachu said.
Minster Mwapachu however said currently security in the country was good compared to the time when the fourth phase government entered to power.
He said crimes especially armed robbery has been contained following the measures taken by his ministry in collaboration with the police force.
He said in a period between January 2006 and November 2007 a total of 128,878 crime incidents were reported in various police stations in the country compared to 96,917 crimes which were reported between January 2005 and November 2006.
``These statistics indicate an increase of 31,961 crimes, which is equal to 33 per cent which caused people to loose trust to the police force and believe that it failed to fight such crimes,`` Mwapachu said.
He said such rate of crime was a challenge to the police force hence caused it to re organize and set various strategies of fighting such crime.
