Expenditure tracking system deal signed

The Embassy of Finland in Dar es Salaam has signed an agreement with a non-governmental organisation based in Kisarawe, Coast Region, Development Concern (DECO), under which the latter will implement a Public Expenditure Track System (PETS) at village level in the district.
The Euros 24,000 project, expected to last for six months starting June this year, will cover 11 villages located in three wards Msimbu, Kibuta and Kiluvya.
In an interview yesterday, DECO Managing Director Robert Nyampiga, said the project is a result of the participatory research undertaken by his organization between December 2006 and January this year.
``The aim of this project is to facilitate the community in eleven villages of Kisarawe District to establish Public Expenditure Tracking System at ward and village levels by the end of November, 2007,`` he said.
He mentioned one of the root causes of the problem as poor participation on the part of the community in school governance due to lack of adequate information on the grants provided by the government to the schools.
``All people, including villagers, should be enabled to get information in school governance and this would contribute to the MKUKUTA objectives,`` Nyampiga noted. MKUKUTA stands for the national poverty eradication initiative.
He said DECO has decided to undertake this project in order to facilitate and empower the community establish systems capable of monitoring the use of funds in education and health sectors.
According to him, they intend to train about 35,800 villagers in Public Expenditure Tracking Systems.
He said women beneficiaries would be 17,540 while the rest would be men.
Winding up his tour of Coast Region recently, the Prime Minister stressed the need for accountability in handling government funds. He warned that stern action would be taken against embezzlers.
