Mwigulu Nchemba eased out as JPM shakes up the cabinet
  • Kangi Lugola replaces him in sensitive Home Affairs docket, while Prof Mbarawa, Isack Kamwelwe switch places and two new deputy ministers appointed

PRESIDENT John Magufuli yesterday unexpectedly dropped Home Affairs Minister Mwigulu Nchemba from his cabinet and replaced him with Kangi Lugola in a mini-cabinet reshuffle.

Before his new appointment, Lugola was the deputy minister responsible for environmental matters in the Vice President’s Office.

In the mini-reshuffle announced by Chief Secretary John Kijazi via the state-run Tanzania Broadcasting Corporation (TBC), Nchemba’s fate was not mentioned at all.

The president also switched Prof Makame Mbarawa from the Ministry of Works, Transport and Communication to the Ministry of Water, with ex- Water and Irrigation Minister Isack Kamwelwe going the opposite direction.

Other cabinet changes, according to CS Kijazi, saw Singida Urban MP Musa Ramadhani Sima appointed deputy minister in the VPO responsible for environmental matters, replacing Lugola.

Magufuli also appointed Morogoro South East MP Omary Mgumba as deputy minister for Agriculture, which means the ministry now has two deputy ministers.

Yesterday’s changes also included appointments of new permanent secretaries in a number of ministries, with Dr Moses Kusiluka becoming PS in the President’s Office in place of Alphayo Kidata, who is now Tanzania’s ambassador to Canada.

Prior to this appointment, Dr Kusiluka was deputy PS in the Ministry of Lands, Housing and Human Settlements Development.

Dr Rashid Tamatama becomes PS in the Ministry of Livestock and Fisheries, replacing Yohana Budeba who has retired. Prior to that, Dr Tamatama was director of the Tanzania Fisheries Research Institute (TAFIRI).

Major General Yakub Kingu becomes PS in the Ministry of Home affairs, replacing Maj Gen Projest Rwegasira who has retired. Prior to this appointment, Maj Gen Kingu was the commandant of the National Defense College (NDC).

Deputy permanent secretaries appointed by President Magufuli yesterday were Joseph Sokoine (now deputy PS in the Vice President’s Office), former director of elections at the National Electoral Commission (NEC) Kailima Ramadhan (now deputy PS in the Ministry of Home Affairs), Prof Ceaser Tumbo (now deputy PS in the Ministry of Agriculture, replacing Dr Thomas Kashilila who has retired), and Mathias Kabundungulu (deputy PS in the Ministry of Lands Housing and Human Settlements Development).

The former deputy PS in the Ministry of Home Affairs, Simba Yahaya, has been appointed an ambassador with his country of station to be known later.

President Magufuli has also appointed Barouk Salim Mbarouk, retired judge Thomas Mihayo and Ramadhan Mapuli as new NEC commissioners.
